Overview of ATCUAE

Since 1965, ATCUAE has been a key player in developing motorsports in the UAE. The organisation oversees around 140 events in disciplines like:

As the sole representative of the FIA and its equivalents, it promotes safe and sustainable motorsport growth. ATCUAE ensures fair events and is accredited by the UAE National Olympic Committee. The organisation is also a member of FIVA and IRU Academy.

1. IDL – International Driving Licence

ATCUAE offers IDL, a United Nations convention and legal requirement, allowing motorists to legally drive their vehicles outside the UAE. With this licence, you can drive abroad without additional tests or applications.

2. CPD – Carnet de Passage

The Carnet de Passage en Douane (CPD) is an international customs document that permits temporary motor vehicle admission. CPD is still mandatory in numerous global countries to temporarily admit private and commercial vehicles.

3. TIR SYSTEM

Transports Internationaux Routiers (TIR), a system developed by the United Nations Economic Commission for Europe (UNECE), is an international customs transit system. It enables goods to transit from one country to another. TIR transfers goods in sealed load compartments with customs control recognition throughout the supply chain. 

This system minimises administrative and financial burdens. TIR also covers customs duties and taxes through an international guarantee system.

The UAE now offers internationally recognised certifications through a 4-day course. IRU Academy-accredited trainers from the Emirates Driving Institute (EDI) conduct classes in collaboration with ATCUAE. These courses include:

  • Certificate of Professional Competence – Manager
  • ADR (Transport of Dangerous Goods by Road) 

The IRU Academy is a global road transport training body offering its training portfolio in the UAE. The academy partners with the accredited Automobile and Touring Club of the United Arab Emirates (ATCUAE).

1. ADR (Transportation of Dangerous Goods by Road)

The following candidates can apply for ADR:

  • Commercial drivers with valid HMV licences.
  • Non-mobile staff like loaders.
  • Safety Advisers, responsible for the safe, secure transport of dangerous goods.

Course Outline

  • Risk assessment and relevant laws.
  • HAZMAT classification and transport units (Tanks, Vehicles, Packaging, Composite packing).
  • Packing requirements, including coding and UN marking.
  • Testing, marking, and labelling.
  • Documentation and vehicle marking.
  • Mitigating risks and safe loading/unloading.

2. CPC Manager (Certificate Of Professional Competence – Manager)

The following candidates can apply for CPC Manager:

  • Road haulage and passenger transport managers.
  • Supervisors and Team leaders wishing to acquire the competence to run a transport company.
