What Is ADDC?
The Abu Dhabi Distribution Company (ADDC) is responsible for the regulation of water and electricity across all of Abu Dhabi. The ADDC provides residences in Abu Dhabi with recycled water and electricity. The company also provides a vast number of services to Abu Dhabi citizens. Here’s everything to know about ADDC.

Registration
To register a property for ADDC, that property must first be registered in Tawtheeq. Tawtheeq translates to “attestation”, and was established as a framework to formalize tenancy contracts. The process for registration in Tawtheeq is undertaken by the property owner or the real estate consultant.
Once the property is registered in Tawtheeq, it also is automatically registered for ADDC.
Move-in Application
Individuals in properties not registered in Tawtheeq or those who have their own property must complete a move-in application to register under ADDC.
The following documents are required to complete a move-in application for tenants.
- Copy of Emirates ID
- Copy of Passport
- Copy of Tenancy Contract
- Previous Account Closing letter for the property the tenant is moving into

ADDC Account
To avail of the ADDC services, an ADDC account must be activated. An ADDC account is also
required to check your consumptions, update account details, manage connections, view bills and conduct an online payment.
How to Activate Your ADDC Account
Activating the ADDC account is a simple process. Before trying to activate the account, however, it is important to make sure that the related property has been registered in Tawtheeq.
Here’s how to activate an ADDC account:
- Head to the ADDC Portal.
- Select “My Account” on the left side of the screen.
- Select “Activate My Online Account”.
- Scroll down and select “Activate My Online Account” again.
- Enter your ADDC account number which you received after registering for Tawtheeq.
- Enter pin-code.
- Alternatively, users without an account number can use their Emirates ID to sign up as well.
- After that, your account is activated and you’re good to go.
Service Fees
AED 1,000 is required as a deposit on opening the ADDC account. The deposit is refunded if the individual decides to deactivate their account.
ADDC Rates
Before getting into the Tariff and Consumption rates, there are a few things to know. Electricity and water consumption is divided into two categories: Green Band and Red Band. Consumption within these bands changes your electricity and water rates.
- Green Band: A lower rate is charged for staying within the ideal daily consumption.
- Red Band: A higher rate is charged for using more than the ideal daily consumption.
The consumption and rates also vary based on two other factors:
- Apartments and Villas: Villas tend to have drastically higher consumption thanks to their size. In this case, they are granted a higher green band allowance than apartments.
- UAE Nationals and Expats: Unlike Expats, UAE Nationals can choose one residential property to be billed at a much lower rate.
The rates for UAE Nationals are mentioned as follows:
Green Band
- Water: AED 2.09 (for 1 cubic metre)
- Electricity: 6.7 fils (for 1 kWh)
Red Band
- Water: AED 2.6 (for 1 cubic metre)
- Electricity: 7.5 fils (for 1 kWh)
The rates for Expats are as follows:
Green Band
- Water: AED 7.84 (for 1 cubic metre)
- Electricity: 26.8 fils (for 1 kWh)
Red Band
- Water: AED 10.41 (for 1 cubic metre)
